Local Councils know that it is good practice to conduct appraisals, giving them an opportunity to develop effective communication links with employees plus set targets for employee development. However, many councils struggle to overcome hurdles, such as employee reluctance, finding the time and particularly - knowing how to do it confidently and well.

This 90-minute presentation helps Clerks and Councillors overcome these concerns, as well as:

1. - Helping the council to understand the purpose of appraisals and their benefits.
2. - Addressing employee concerns and reluctance.
3. - Planning effectively to ensure that a professional and effective appraisal is conducted.
4. - Designing an appraisal form that is right for their Council.
5. - Producing effective and workable action plans.
6. - Addressing issues within the council regarding the role of appraisals in managing performance.
7. - Ensuring appraisals are conducted in a confidential manner and comply with GDPR obligations.

This webinar covers the statutory role of Monitoring Officers (MO) in local authorities. Under the Localism Act 2011, MOs also undertake that role for parish sector councils. MOs are the lynchpin of the arrangements for upholding ethical standards in their council, but they are also the MO for parishes in their area too. The session will cover the requirement under the Localism Act 2011 for all local authorities to adopt a Code of Conduct consistent with the Nolan principles, and what must be included in the members register of interest form. It will also touch on the role of the MO in handling complaints about parish sector councillors.

(Please note that this session is a general session; not focused on North Yorkshire. It is for YLCA members in South, West and North Yorkshire).

The session is not suitable for clerks of Parish Meetings, however, Deputy Clerks, Locum Clerks and Admin Assistants are welcome to attend. It will include the production of lawful agendas, effective minutes, legislation for local councils (that clerks must know to enable them to do their job properly), introduction to accounts, the financial regime and lots of time for questions and answers throughout the session. It is a must for every new clerk or for clerks that have been in office for some time and need a refresher.
