In the session we aim to help councils understand their role in and get the most from the planning system. There will be a focus on the roles and responsibilities of local councils in planning; local plan making, the National Planning Policy Framework introduced in 2012 and guidance on how to respond effectively to planning applications, including the use of material considerations and Community Infrastructure Levy (CIL).

This course is divided into two parts for the benefit of participants. The two sessions are specifically aimed at new councillors or councillors that have done training previously but want to refresh their knowledge. We will look at a wide range of issues covering the roles, responsibilities and duties of the Council, a Councillor, the Clerk and Responsible Financial Officer. This two-hour session offers invaluable practical guidance to enhance your skills in applying for grants and writing more successful bids. It will also provide comprehensive details about the community funding available to local councils. An outline of developing effective grant applications will take account of;

• The funding process (from start to finish) and guidance on how to apply.
• Preparation – the value of thoroughly planning both your project and bid in advance.
• Understanding and meeting eligibility criteria (interpreting any jargon) and what funders are really looking for.
• Building the case for why your council project merits funding.

Current sources of grants covered will include: -

• National Lottery distributors (such as the Community Fund)
• Landfill Communities Fund grants
• Local and county grants
• Trusts and Foundations

Mike Deegan has extensive experience of developing successful community grant applications with a leading Charity and during his seven years as a Parish Councillor. His experience means that he knows how to plan and manage projects, source, and write funding bids and provide strategic support for small organisations.
