Whole Council Training

We are offering two dates in each of the months of April and June and one in May for councils to express an interest in having a YLCA Officer provide Whole Council Training at a venue of their choice. (The council will be charged for the number of filled seats on the council, whether all councillors attend or not, although as this is training for all of the members of a council, the idea is that everyone comes along to hear the information and guidance, to build better understanding and cohesion within the authority. The dates are provided in the programme below. The three hour session can be held during the day or the evening. To request this training please contact admin@yorkshirelca.gov.uk to get a booking form. Bookings will be taken on a first come, first served basis. Once the booking form is received it is a contract between the Council and YLCA. The cost for the training is £37 per person (councillors or officers, ie clerk) if YLCA has to book a venue, or £32.00 per person if the council provides and pays for a venue. We are also open to smaller councils joining together for this training.

The training session will include:

  • Duties, roles and responsibilities of the Council, Chair, Clerk and RFO
  • Legislative powers and duties
  • Meetings and their management
  • Council business including lawful agendas and minutes
  • Delegation to officers and committees
  • The audit regime
  • Transparency Code
  • The council as an employer
  • Data Protection and the UK GDPR overview
  • Any aspect of local council administration that the council needs us to focus on.

An opportunity for clerks to liaise/network with other clerks on current topical issues. The YLCA Officer in attendance will offer clerks the opportunity to discuss a topic, provided by the Officer.

Chairs have the opportunity to network and raise issues they face when chairing meetings or in general, for example, how to deal with disruptive behaviour, how to manage a meeting lawfully. There will be a YLCA Officer in attendance as a facilitator and to give information where necessary.

Induction for New Clerks - remote session

This webinar session will include production of lawful agendas, effective minutes, learning legislation for local councils, introduction to accounts, the financial regime and lots of time for questions and answers throughout the session. It is a must for every new clerk or for clerks that have been in post for some time but have never undertaken this training.

Chairing Skills Parts 1 and 2 - Face to Face session

Venue: York House, Station Road, Tadcaster. LS24 9JF (Limited places book early to avoid disappointment)

Cost: £60.00 or £30.00 with small council busary

We have decided to present this course slightly differently by dividing it into two sessions to allow sufficient time to examine the varying aspect of chairing a meeting in detail and allow time for questions. Part 1 will take place in the morning. Part 2 in the afternoon. Over the two sessions we will examine the general principles of chairing, the importance of a good agenda, management of meetings, stimulating debate, managing councillors and the public and effective working with the clerk.

Please note you will need to bring a packed lunch with you (lunch break 12.00 noon - 12.30pm approx.) Refreshments will be provided during the day.

The Government’s Planning Reforms – What Local Councils need to know, Andrew Towlerton, Planning Consultant

The Government has embarked on a programme of radical reforms of the planning system aimed at streamlining and modernising it. These reforms will have an impact on all aspects of the planning system, including plan making, planning applications, enforcement, developer contributions and environmental protection. Many of these reforms have already happened and others are in the pipeline.

The training session will outline the proposals of most interest: both those that have already taken place and those that are likely to take place – including the recent proposals in the Levelling Up and Regeneration Bill and associated changes to the National Planning Policy Framework.
